I think the one that's highlighted in green is the one you're voice chatting in also. So you can talk to just your squad for instance. I haven't tested this, but that's how it works in EVE, so it would make sense.

Focus on your core skills first. That means things like the skills that increase your armor, shield, stamina, weapon damage, etc. Get those up to at least 4 before you work too hard at unlocking the better gear because they boost your performance ...
