IF CCP was smart they would remove ammo alltogether from laser weapons, make them over heat only weapons, then the advantage of the AR would be clear. As to why it wouldn't overheat.

It hits at range, it's awesome, learn to use it. I think it did get a damage nerf, which wasn't needed as now shotgun damage is based on how much of the spread hits.
