The upper tiers do in fact appear to have crap for improvements. The damage increase is negligible. The passive skill (charge reduction... on a charge time of 0.6 seconds base) means 5 ranks of a 2x skill are getting you an improvement of .15 sec...

Every other weapon fitting optimization skill reads that it lowers PG reqs. The Plasma Cannon Fitting skill says CPU instead. Not sure if intended, but it seems unlikely that exactly one weapon would be different.
