They need to implement scanning fall off, and then remove range enhancers and rebalance precision enhancers. I can only imagine how bad it is in pubs now with a 10m scan radius.

Remember, health bars dont change size. So, more armor makes it look like you are doing less damage. More likely than not people are just experimenting with the armor plate buff and have very high armor counts at the moment.
