Pretty much its just that your can choose which faction you want to fight for in faction contracts. EVE side it makes it easier for them to take systems and earn loyalty points.

The way I find out is to make a new suit then just fit what item you want to learn the modified cpu and pg requirements of onto it. It will show you what it actually takes up. If you want to find out before hand, you need the above's fitting tool.
