Go to the main Dust website and log in (https://dust514.com). Hover over your name and a drop down menu will appear. The submit ticket option should be there. This is a bug and CCP are usually good at taking care of these sort of things.

I for one welcome the new TAC nerf, I've missed being able to use the Duvolle AR, but until this guy gets a range nerf, I forsee a TAC/SMG or TAC/Flaylock combo to still be king.
