If CCP were insistent on keeping this change.. A possible solution would be to introduce new sniper rifles (with mirrored stats) that would use the "circle" instead of the "dot".

Nice straw man. Those games offer 1 hit kills on headshots for all sniper rifles. And near kills for body shots from a sniper rifle, and sometimes yes even straight up death for being hit at all.
