I do agree that Assault suits are terribly overshadowed right now, and I don't really notice a significant enough difference between the TTK when shooting at either an Assault or a Scout. However, I don't know that giving Assault suits more speed ...

I'm not sure that Scouts need a nerf so much that Assaults need a buff. Part of the problem is that right now, Assault suits and Scout suits don't seem to really differ very greatly in how well they can either dish out or tank damage. In that vein...

I agree that the Assault HMG is pretty much useless right now. But I'm with Rattati on the HMG's current effectiveness (but then maybe I'm biased). Anyway, I think easily the biggest thing the Assault HMG needs is significantly tighter dispersion....
