Uprising 1.4 introduced the Daily Bonus , where you can get up to 6000SP per day for logging in, but resets to zero if you miss a day. I think a good perk to passive boosters would be to keep your max daily bonus going even when you don't login....

I think gallente HAVs can aim lower than caldari HAVs. Either way, it should be +30 degrees/-10 degrees elevation on non-AA turrets.
