Mine was at 50/30 I think, then I changed it to 60/40 and it still feels wrong. I really feel like I can't hit anything. It's taking me a full clip just to kill one guy who is already at half armor because 90% of my shots aren't hitting.

The so-called "buffs" you list are really only buffs to your wallet size. The nerfs you list are legitimate role-based nerfs. Also, I'm pretty sure the base heavy health in Uprising is 405/405 as opposed to the current 320/422 (for shield types)....
