Laser rifles are fine. This guy likely got a few guys who were already way into armor, bunched up, and had his laser near overheat. Ive done it a couple times, its not easy to do, but it does happen.

This is pretty much what I posted weeks ago. Hopefully CCP goes along these lines. Also, vehicles need a limited supply of ammo, forcing them to return to supply depots to rearm.
