You're right, for shield HAVs to have any chance against armor HAVs, the base speed must be equal. Also it needs either better shield regen per second (50? half of light shield boosters) or a booster that heals every second of that 15 second.

cost level 3 armor plating skill rather than level 5 to get to complex but cost level 3 repair module skill as well. This will allow it to benefit not only from the bonus "#%+ efficacy to armor plates" but also to the "#%+ efficacy to repair...
