Cloak only really needs two things 1) no firing while cloaked (i think there was a hotfix on this) 2) no free non-stacking-penalized complex dampener (been proven to upset the ewar meta) That's is it, they are pretty ok otherwise.

The cloak needs to have that free non-stacking-penalized complex dampener removed from it. There is absolutely no good reason for it to be there, and it unbalances an entire form of warfare.
