So, you don't want to be perma-scanned? Just ask for the cooldown delay to be increased. Better still, add a cooldown timer that prevents the user from quick switching to a weapon while the scanner is running. They'll think twice about getting it ...

By nerfing the higher tiers, it is a bit of a buff on militia tanks. They will have the same speed and base hitpoints, and I expect the militia railgun to be even better than it is now, both for AV and sniping infantry.
