If you go that biotic heavy though you'd be extremely squishy. I think you'd probably want to limit yourself to two modules to still be able to take a hit.

You can scan someone who is cloaked if you can get below their profile. It'll be hard to do to someone with level 5 in a cloaked scout suit though. Not sure on the math but I'd kind of expect you'd need a prototype scanner, possibly with the galle...
