They are balanced. Try running a 100k ISK Heavy in a game. One death and your alreay harely making a profit. 2 deaths and you go negative...

I think the traversal limit on inclines is a bit low, there are many hills I should be able to walk up but I get stuck by my elbows between rocks in a ravine, I generally hate hills
