The shotgun in this game is a joke, if you think it is overpowered then I feel sorry for you. If you let an enemy get that close with a shotgun, what do you expect? You want it to do nothing at all so you can just turn around and spray them down?...

I think maybe it is time for CCP to up the WP needed for a warbarge strike. Perhaps 3000 or even 4000 War points? It is very very easy for a logi or two in a squad to farm 3-4k war points alone per match.

You have probably already thought of this, however try using lateral strafe movement to assist in your aiming. Its not always wise to try to directly aim. Sometimes aiming close and 'strafing' past the enemy is more effective.
