Spawns are currently in set locations, they're meant to be random. It's a known bug, and being worked on. And more importantly, the game ISN'T OUT YET. Most current AAA titles started out worse than this. Wait for the next build, see how it changes.

I like uplinks. I deliberately avoid using my own though. More points if they get chewed through ONLY by my teammates. I'm a fan of using friendly uplinks when they show up though. Especially the couple of times people have planted them on the MCC.
