The OP's problem is actually a problem I've had even while on foot. Certain backdrops cause the UI (and as such the crosshair of any scope also ends up being bled through. An option to change color might be nice, though it may break the aesthetics...

Get over the whole "It's being developed for consoles" schtick. This is a multiplatform game, even if Dust in itself is launching on the PS3 first, it still has a significant impact on other platforms.

The Sica has a railgun which is a pretty localized point of impact. Best for enemy armor or deployed equipment. Not so great for soft squishy targets.
