We still have yet to get the Minmatar and Amarr vehicles. It's possible one of their Logistics LAVs will be able to fit a mobile CRU. That said, I'm under the impression that the mobile CRUs are meant more for dropships than LAVs.

There are pros and cons to both, although shields do still come out ahead. The biggest shield is only 1HP bigger than the smallest armor plating, and takes up five times the CPU. Even the biggest plating is only half the CPU of the biggest shield....
