I guess... but their shielding recharge isnt really that good. regardless, because they have lower ehp, sheild recharge should be faster, and they should have the armor rep bonus. If you can't tank you should regen. its that simple

basically for any opposer to this remember that RAIL tanks and Rail installations kill dropships (and passengers) in 2-3 hits max. AV is still powerful vs dropships. -AND- Dropships still have very little offensive capabilities
