I think it needs to be buffed to like 40 hp then have a skill that increases it by 25% so it it would be 50hp. That can stop an ar round and it would take two rounds to stop it. The threshold should be there to stop a spray of bullets.

Yep. All I see now is heavy n logi train with assaults sitting with long range rifles 50-80 meters away. And the assault rifle is a joke now because the most important thing now is range. Who ever out ranges each other wins.
