That's one of the best assault bonuses in the game. Only thing I would change is have it affect total clip size after passive skills instead of base clip size. You only wind up getting minimal gains when you use a scrambler pistol.

Heavies are already slow, the HMG overheats and heavy weapons have the slowest reload in the game. Those three things are already a balancing factor to warrant powerful weapons.
