Thats how the loadout system works you have to tweak using CPU and powergrid buff modules or your own skills ect and you stil may not be able to fit EVERYTHING on, stops people making stuoid loadouts

I agree, since it's not just close range their good at a distance the 2 shot becomes 3 shot, coupled that with scout suit speed plus dmg mods you got OP, They should be pump action to slow the rate of fire.
