Where would these facilities be located? How many plexing sites? 1 per star, 1 per constellation? How often can a facility be used ? Constantly? Once per hour? Would it remain offline until the plexed district battle was finished?

Alternate idea: any player that kills another player inside a "safe zone" is targeted and killed by the MCC. I'd imagine a simple tweak to the auto-turrets could make this a viable option as well.
