Yes. they are effective against infantry. If you throw one, then the infantry will begin to run. Why? Because there is almost no way for an enemy to distinguish between a Core Locus or a Lai Dai Packed.

I say giving it the spool up time of a Large Railgun Turret would help lower it's efficiency in CQC. As for "tearing you up" in mid and long range combat, the RR is supposed to be Mid-Long range.
