We already have a skill that reduces dispersion called Sharpshooter. That, and having a second reload bonus would invalidate the Commando's role bonus. Not to mention that a lot of weapons require the +15% damage to be reliable.

Sentinels are fine, nerfing them any further would create an imbalance between ADS vs. FG engagements. Not to mention the Caldari & Matari Sentinels would become worthless. You're real problems are with the HMG.
