Killing people with the first knife double swipe can be a matter of life or death. I would say yes. With the bonus, the knives become quite fearsome once you actually hit people with them. It can help a lot with trying to take down heavies.

Allotek hives are pretty high in SP requirements. Although it certainly works and I find this quite fun from time to time the allotek hives cost as much SP as a set of ADV gear, which is likely more worth using to newer players.
