The SCR is still a solid enough weapon in 1.8. Give it a go! It might not be an exciting thing like a cloaked scout, but it's a fun weapon to master and IMO, the most skillful of the rifles.

PC is presently a blue donut - all the 'elite' corps have allied with each other and it's difficult to get into now. Chances are if you're in a corp outside of PC right now, you're not going to be able to get in for some time.

Repair tools won't be terrible, regardless of dropsuit. It depends on how much you use it. Are you a major repair tool enthusiast? If so, Minmatar logistics is certainly worth considering.
