I just don't think they should have an innate complex cardiac regulator. I like tehh 5% per level bonus. they just need something else that compliments scouts more. Give Amarr Scouts extra durability to equipment or something with cloak.

Guys, you should really check out Nos Nothi fit boards. Scouts are so easy to fit with current released 1.8 stats They are so sexy that there is no way I am ever posting a fit here where just any med-frame'r could see it.
