That, or make the depleted delay skill change to a recharge rate skill. Although an innate resistance skill would be very interesting. And yes, give rails their proper damage profile. Not that it'll help them out much.

No, I timed it with a stopwatch. 4.1 seconds, with level 3 rapid reload, which should make it 3.4 seconds, which is significantly faster.

Tone it down b y 50% at minimum. Then consider if it needs splash. At this point, nothing short of missile splash will garauntee any sort of consistency hitting dropsuits. Tone it down, and then do metrics.
