Basically if someone uses a cloak, do something where it is blatantly obvious that "HEY THERE'S A CLOAKED PLAYER SOMEWHERE," but since they're cloaked, they're still a b**** to find/spot. Maybe have the cloak emit some type of "bent light field"...
