It was not a balanced bonus across all logis. For instance, a Gallente Logi benefits from 5hp/s armor repair a lot more than a Caldari logi does. The new bonus is much better. All logis benefit greatly from 25% equipment fitting cost reduction.

Coming soon, but not too soon, and that is because they need to balance it. Vehicles have very recently over gone a maor overhaul, so there's a lot that still needs to be fine tuned before you can add yet another factor into the mix.
