The scout is a lovely suit, but it can't compete in Planetary Conquest.
Why?
Anything they can do Logi can do better. And with the coming changes to the skill system, If you skill into proto logi, you can also get proto assault quite easily.
The logi can sprint just as fast with more HP, and 3 equipment slots. They can sprint to the middle objective just as fast as I can, drop more uplinks, hack faster, then lay down remote explosives and ammo to entrench their team on that letter. They can even attack me on my letter before I can finish the hack, and with their 3x ehp, while I'm sacrificing some EHP to run better speed modules, they will almost certainly beat me.
Did I mention that scouts have terrible CPU and PG? On my proto scout with lvl 3 core skills, I can't run 3 complex shields, a proto weapons, and anything else at complex lvl, or even adv. This is WITH sacrificing my sidearm. If I want to run dua enhanced kin cats, the best I can get for isk, I have to make even more sacrifices.
What would make the scout competitive in PC?
A 2nd equipment slot.
bonuses to active scanner and drop uplinks.
Either a base speed buff, or a skill thingy that increases the effectiveness of kin cats or reduces fitting costs.
I don't want scouts to become yet another, slightly faster, line soldier. I want to be able to fit my role of sneaky bugger ninja hacking enemy objectives and destroying critical drop uplinks behind enemy lines.
If I had to pick just one thing to make us better, I would say giving us a 2nd equipment slot and the cpu and pg needed to run decent equipment would do it. If you want to keep us from playing medic, add suit nerfs to the use of triage and nanite injectors or something. |

CCP laid the groundwork for a lot of game mechanics in the near future. I know it sucks that we're stuck with half assed stuff because the rest of our package is still on the drawing boards, but be a patient. Scanning does need a buff on Gallente scouts though. |

I used to be a diehard scout fan, way back in chromosome, and I was very sad to see them go. *shakes his head* But I dropped that ***** like a bad habit for uprising, and I feel sorry for anyone not smart enough to have done the same. |

Simple fix, give them back 2 equipment slots. The speed is useful for droplinks + lotsof gear. I miss my 2 equipment slot scouts. Plus cpu and pg to fix stuff...
They just need an extra slot. Also they have nerfed scout speed 4 times CAN YOU STOP? |

I feel scouts are built to counter heavies. I can kill every single one I see with my remote mine speed fit. Thwy stand 0 chance, I like that this game works that way. In some situations you can't win. Good job on that CCP.

I'm not normally one for emulation, but I think cloaking is something they could really take a close look at Halo for. Not copy it outright, of course, but hybridise it with the mechanics of cloaking already in EVE - ie, no timer limit on cloaks, have them slow down your movement speed, unless you 'override' it by clicking sprint in which case you become semi-transparent, except don't use the stupid radar jamming. If you want to radar jam, that's an idea for another module entirely. |

Full on lvl 5 Gallente Scout detection range is currently 25m. The Active Scanner has a detection range of 100m at the STD level. TAC Rifle has a max range of +100m. So any character with a TAC and an Active Scanner is more of a detection artist murderer than any scout currently is. Put those toys on a logi and he still has all those high, low, and equip slots to make a functioning build.
Plus just about any time you get shot by a laser, mass driver, AR, blaster turret, etc... you are way outside the 25m mark, meaning electronic detection almost certainly played no role in your death. They saw you with their eyes not their radar.
There really is no power behind detection/dampening right now so Scouts are currently relegated to "quicker mini-assault". |

While I agree a second equipment slot would enable us to actually scout (active scanner + utility), it only exacerbates the problem we have with low CPU pool.
CPU needs to be increased so that we can actually carry proto gear when in a proto suit, and a second equipment slot would be necessary for proper scouting. |

They don't need to be touched for a long time. HMG needs to be reworked though. Hell, we need more heavy weapons in general so they can base how much damage the HMG should be doing on. I think that's the biggest problem with them right now. |

I agree. Get that minny weapon out of the hands of the Amarr, damn it! The amarr style is probably worst suited to using a minny weapon. I'd love to see what the other racial heavy weapons would be :)
But right now, in PC, heavies rely on dps to tank, not actual tank. They die so fast to concentrated fire, and because of their ability to lay down a firestorm of damage, they DO take concentrated fire. |

No one has really hit on the core problem here, which is the scanning range. Everyone has a scanning range of 10 meters, it used to be quite larger in Chromosome. 10 meters is half of that smallest inner circle on your radar. It is completely useless.
The scouts biggest asset is supposed to be it's low profile signature and scan precision, but with only a 10 meter passive scanning radius even a heavy can sneak behind enemy lines undetected. |

I understand this, but 10 meters is, like you said, insanity. You can have good range passive scanning without making the active scanners pointless. Before the active scanners came out I thought their main benefit would be having excellent scanning precision, which indeed they do. But now they are also the only way to scan more than a few feet behind that wall.
In short, increasing the scan radius of passive scanning wouldn't hurt active scanners because we would still have the relatively inaccurate scan precision. |

I'd like a little more subtlety.
Have the chevrons show up when a blue sights on someone (we are connected by a battle net after all). This lets folks know where the hot spots are just by looking around.
Then, you could have ewar components that would block nearby enemies from relaying positions to the battle net.
Additionally, they should physically render people within 1.5 times current weapon range. If they wanted they could visually alter chevrons to let you know not to bother wasting bullets. Again, the battle net and on-board computing capabilities should be able to provide some conveniences.
This gives you the ability to act as a spotter, easy, by looking around (something a scout role is suited for) to gather intel for the team.
When the rest of the scanning/dampening capabilities are present and working then the active scanners shine -- as they can cut through the ewar crap and everything else. However, as they give away your position a scout would not want to use one unless they were about to move to a new location anyway. |

So it tends to do really well in public matches. I do worry how it would contend against a group of really solid players though.
But the scouts big strengths are the heavies biggest weakness and everyone agrees the heavy sucks. So I dont think its fair to jus tthrow those things away as meaningless. There are two things you can not improve via skills and modules, those are the things the scout is best at.
I say this as someone who almost exclusively went scout. In fact, Im an idiot and went gallante scout, so I have the ****** scout, and i still like it. Im respecing into mimitar. |

Could be useful as heck as a support role. But I play an agressive hit and run style, so I think the added speed and the slots for more shield provide me with a better build for my play style.
I also use an active scanner, which while not as good as 100M passive, helps accomplish a similar thing if I use it well. Would passive scanned enemies appear on team mates radar as well or just mine?

Yes, it's full proto scout with all 4 lows complex range amplifiers. My fit actually substitutes one of those for an armor repairer though, so I'm at 68 meters passive. But yeah if you want to be more of an aggressive scout then Minmatar is the way to go, I'm simply pointing out that Gallente is not useless. As to your other question, no. Passively scanned enemies only appear on your map. But for me I want to carry uplinks to get my team in position, I don't have room for an active scanner (even though it would provide greater precision and mark them for my teammates so don't say that further increasing the baseline passive scanning range would make active scanners useless! I'm speaking in general now Bones, not directly to you). |

Oh yeah, gotcha. Yeah I agree Gallante has a role. I actually think most shotgun/nova knife scouts would be better off going gallante since it has potential for the fastest sprint with its low slots. And it definitely could be an AMAZING support role with a focus on passive scanning.
Just saying that for me, I made a mistake going Gallante (i didnt realize the pro suit LOSES a high slot compared to advanced, that is what bums me out), but even still, I find an effective role with quick flanking, hit and runs,a nd using the active scanner to keep an eye on the enemy. I do wish the light frames had a 20 or even just a 15m base scan radius though, it would help the gallante a ton.
I can agree that scouts need a buff to make them unique, but not a buff in EHP or anything that would make them "better at what logis/assaults" do. A scan range buff, even a moderate one, would go a long way. You know what would make them OP? Make the light frame bonus be %3 weapon range per level, and then watch the QQ threads about scouts being OP pop up all over. |

Well what's funny is the best way to buff a scout in my opinion would be to give every other suit better scanning radius as well. It may sound silly, but when you think about it that would actually give purpose to the scout's low scan profile as opposed to other suits.
And I believe the Adv Gallente Scout getting 2 high wasn't intentional, simply looked over. It should have only 1. |

First give them some more speed, i havent looked myself but if they move the same speed as a logi, that needs to change. Scouts should be fast running behind and stealing a point while the fights focused on a bait tank or something.
Second more equipment mainly scout only things. Looking into eve frigates strongest ability is to slow and mess with the enemy. Perhaps some sort of 'web' equipment that the scout specialises in that will slow nearby suits. Another possible equipment idea is a false target detection array 'FTDA' which makes false images of enemy suits appear as a distraction. A cloak is also a great idea just needs to be balanced.
Third is the PG CPU It needs either more or buff that reduces the req's of certain modules so that you dont get scout stacking complex shields.
Anyway thats all the ideas iv got at 3am in the morning. |

The only thing I would change is add one more low right box to advance suit. I have proto's if I need to use em, but I like the G1. In chrome I was able to add spawn uplink AND RE. Now I have to chose. Were we really that over powered to warrant the change? |

Horrible horrible choice for a speed tanking suit. The second you over heat (and no matter how good you are, you WILL sometimes overheat), you can't run anymore...essentially leaving you with zero tank.
Imo scouts aren't meant to work with light weapons at all. If you want to run a light weapon, an assault suit is almost ever better. The exception is a sniper who needs mobility to get up to difficult spots.

Nah scramblers are solid for a speed tanker as long as you are smart. The ability to front load your damage on targets youve flanked is awesome. Usually enemies respond to a flank because team mates responded after getting shot, if you can OHK with a charged scrambler shot you lessen that. You can minimize the time you are exposed to enemy fire.
I run a light weapons AR/Scrambler scout all the time, and the ability to flank, and re-flank enemies is huge. It may not be as good on the k/d as other "classes" but I bet the team as a whole benifites from a scout who can flank the enemy, removing their retreat, picking off woudned targets and causing chaos in their group more than an assault attacking head on, or a scout with a shotty running through. |

I win most of my 1v1 fights in PC, but when I'm trying to win 1v1 fights, I'm going outside my role in PC. I'm the super fast guy dropping uplinks and destroying the bad guys. If there is ANY lag or framerate issues going on, then I have to completely give up any idea of engaging the enemy. I harass, draw fire, and run.
But I'm thinking a logi can do what I do better. |

I'd be happy if they just increased the Stam regen for Scouts to be higher than it is now. I shouldn't have to budget my stam as that should be my benefit as a scout. I really don't run much faster than a logi or even assault, and thats with kincats. I shouldn't be "tired" from trying to pull a scout move and jump a wall to take an unexpected approach.
I know the stam cost for jumping stemmed from bunny hopping in the beta, (I did it too). However, since the Scout's speed has been nerfed considerably since then, it is now unnecessary as bunny hopping will just get you killed. Therefore, the only time I seem to run out of stam is when legitimately jumping over a wall or other object, but it takes me 3 min to do so as I regen after every 2 jumps.
Would be nice to get rid of that stam for jumping rule now that it's no longer necessary. It only seems to punish legitimate usage anymore. |

I do miss my Scout Type-II from last build. That's really all I want back. I don't even care about the proto scout suits. Just the old type-II was great. A bit slower than the type-I an no sidearm were a good trade off for the extra equipment slot.
Disappointing that in this build the one scout suit with two equipment slots was aurum only and then got promptly removed when they realised that there was no isk equivalent :( |

I think it's not what he is saying. It's not that everyone suffers from PG/CPU cuts equally. It hit scouts a lot more than others because they started out with smaller PG/CPU. All suits use the same mods - shield extender's and rechargers and weapon upgrades being the most common ones. It's just that an assault suit and logi can fit the modules and scout can't. For example, I run my scout with an empty high slot I just run out of grid.
It makes no sense why CCP thinks that scouts need less grid since scouts equip exactly the same mods as other suits. |

Yeah im pretty sure mods only impact the base level, not the base+mods. Same with skills. Could be wrong though.
Im debating whether or not to spec out of light/scout frames with the optional SP respec. I love the mobility of the scout but to be honest, I use ARs and SR so in 1on1 fights I might as well be a medium frame. But maybe if I get some kinetic catalysts in a medium frame I can still sprint around like a madman while being able to shield tank just as well? |

This is almost certainly an error, consider that Gallente Scout progression goes 1/2, 2/2, 1/4 and it really seems like the middle one should be 1/3 to make some kind of sense. Probably it accidentally got the Minnie values which are 2/2 for adv.

I can confirm that mods take the percentage of the current value, not the base value, when applying the percentages.
How did I do this? Took my Gallente Medium Prototype suit which has 300 CPU I have dropsuit core upgrades at 2 and dropsuit electronics at 2, that is a 2% bonus and a 10% bonus 300 * 1.02 * 1.10 = 336.6. The value that appeared on the fitting screen is 337. If it was instead added to be a 12% bonus, 300 * 1.12 = 336, so it should of been 336 and not 337. So that confirms that various skills that affect the same attribute are compounded, not added.
Then I took a basic CPU upgrade which does 16% increase. 16% of 300 is 48, so if it did take the base value then we'd expect 337 + 48 = 385. The value that showed up was 390. This makes sense if we compounded, since 337 * 1.16 = 389.76 which gets rounded to the observed 390.
For good measure I added another basic CPU upgrade to see if this yet again compounds with the new value or simply adds to the first module. Now CPU upgrades do have a stacking penalty in the description, unlike range amplifiers. If we expected it to add to the module, that would be 16 + (16 * .87) = 29.92%. 337 * 1.2992 = 437.8 so we should expect 438. If it were compounded then 337 * 1.16 * (1 + (.16 * .87)) = 445.3, so we should expect 446. Drum roll The observed value is 445
So slight error, this is probably coming from using 337 instead of 336.6. Anyways, I believe that makes the case that modules are compounded and thus a Gallente Scout can get up to about 100 meters passive scanning. |

Profile dampening doesnt matter at all as long as nobody can scan passed their own feet. Like it has been stated before, a buff to scouts would actually be to increase scan radius across the board so low profile actually has an advantage. |

Well, that's a problem of its own. Scan radius does need a buff across the board, but even then, scan mechanics are so poorly implemented I don't know what's going on 90% of the time. Sometimes guys show up on my radar when they're behind two walls, sometimes they don't show up when I'm looking right at them. There needs to be a damned manual or some kind of comprehensive explanation on how scanning, dampening, and profiles work. This way the dampening skill/module becomes attractive to scouts. |

False, in a PC shotgun users should be in an assault or logi suit.
In PC if you are a scout here are the viable builds:
Sniper - FULL Dampened spec to be as invisible as possible. Speed Uplink - Focus on running straight into combat zones, dropping uplinks, and attacking enemy uplinks. Enemy engagement to be avoided Recon - Hides and paints with an active scanner Hack Team - Two scouts with max code breakers working to hack objectives, especially to stop virus uploads.
Notice all of these need to avoid conflict. (Also, ive found assault makes a better "Speed Uplink" role due to extra HP) If you increase average scan radius you make it harder for scouts. they only have a minor decrease to scan profile and would need to spec into dampeners in order to hide better, forcing more CPU/PG requirements on the stressed suit. |

I usually go with the uplinks on my scout as well. I view the scout to be better in this role because of the passive scanning potential, it makes it easier to avoid contact. But yes you are correct that scouts should avoid contact, that's why they are scouts and not assaults. They just need more stuff to do besides hacking, uplinks, or spotting (which is a decent start, but of course we need MORE).
Also scout sniping is terrible, one shot and you are dead from a counter sniper. The profile dampening means nothing when you are far away on some perch, no one is getting within 10 meters to spot you. Amarr logi is best suit for snipers, get their uplinks, ammo, sniper rifle, and a good sidearm. |

Anyway, logis right now are everywhere. They just can do pretty much aything since they have everything.
Scouts should have more shields & I'm ok if they have less armor. What scouts have? Speed, low profile, and good times with shields and its regeneration. So, why would I like to have a scout with armor? They should be like hit and run. Every base suit has a good amout of shield/armor, scouts should have a better shield & less armor. This will help scouts not having to use every high slot with complex shields since 2-3 shots and they are down. I'm thinking about 170/50 which makes a 220 total, which is not insane but a good ammount
About the slots, maybe they should have one more slot as well. Not cuz I wanna make them indestructibe but since they are going to the back pretty much alone most of the time, reacon needs to be able to put drop uplinks, remote explosives or some tactical advantage.
So 170 shield 50 armor 3 high power slots 2 low power slots 2 equipment slots 1 Light weapon slot 1 side arm (Or no side arm trading it for a equipment slot since we are not much of a face to face fighter) 1 Grenade
To me, that sounds balanced and no way OP. The thing is that most of the times we are gonna use at least two high with shields, one low with armor repairer and the other with a complex/enhanced CPU.
or we can add the shields and stack speed boosters. but why would I use more armor? To make me slower and lose one of my few advantages? and 99% I'd have more shields on my high power modules
Won't mention the suit bonus cuz they do suck. For example, Amarr assault. Why getting only less heat for the laser since is the worst weapon in this build? To me sounds better less heat in EVERY heat based weapon (Of course they can't use HMG's) Anyway, no more speach here.

hi/lo slots are fine, it's the lack of a second equipment slot which makes us a one-trick pony. As pointed out above, logis and assault suits do everything we do as well, or better. A second equipment slot would make us more flexible, and actually better than some assault suits at something.
Small Profile size is pretty much pointless due to short scan ranges.
Second equipment slot and a modest increase in CPU and perhaps PG would fix Scouts. Logis would still be as good or better as us in pretty much everything, but it would be a start. |

From my perspective, the only issue with scouts right now is that the passive scanning system is pretty wonked for everyone right now. One of the defining aspects of scouts is our stealth; with the passive scanning as it is now, having a low scan resolution is pointless.
Generally speaking, I'd say all the stats though are fine. We speed and stealth tank; glass ninjas and all that.
Though, there is a related issue with the basic light suits being too similar to the scout suits. I'd suggest making them cheaper, or more straight combat orientated.
Also, as a side note, I'd like to echo the desire to see the Scout Type-II return as a dropsuit option some day. Maybe as the defining aspect of one of the racial scout lines, or something. Losing some combat power to have more equipment was an interesting tradeoff.
EDIT: Oh, so long as we're talking about scouts, equipment and scanning, can we get a fix on the infinite scannability on the uplinks, already? I'm a game dev for a living; so I definitely understand that it takes time to fix glitches. But uplinks are vital equipment and Uprising catastrophically broke them. ...Kinda thought they'd be fixed in a matter of days, not weeks.
