That's because inside of a courtroom judges are free to do as they will until there's a law or ruling against it (and the only way they can ignore it is if the ruling is from a lower judge).

And yet, CCP does perform name changes when a name is offensive.

When someone has a grossly vulgar, racist, or sexist name then I am not required to harden up. It's my right as a human being to not have that garbage thrown in my face when I am attempting to have fun playing a video game.

You must have missed the part where you don't have any rights here. If you were actually offended by it you would report it right away as oppose to waiting to report. While I have yet to see a name that offends me and doubt I will there are people out there that do find things offensive, at times rightly so, and you are only degrading that.
