I am requesting this for a third time CCP Rattati, I am also well aware this will probably require a Clientside update, but at some point this has to be done.
I as a player am being bled right out of this game because its core content is not present.

Please dammit I've been begging for Amarr and Min vehicle content for 11 goddamn months now. I don't understand why this is not a Dust Side Focus. I think Minmatar HAV should be equally viable for either shield or armor, though not as much as Caldari or Amarr, but with a focus on mobility.
The next client update (I still remain hopeful for a meaningful client update for Dust as Legion is still a long ways out) MUST finish vehicles.

The frames would work better the other way around. Amarr tend to be more rounded (like church arches) and Minmatar are more angular (because their equipment is a trash heap). |

What makes HAVs a priority over LAVs and Dropships?
Sucks but this totally isn't going to happen, the sooner you accept it and move on, the happier you'll be.

You see this is where I disagree. I am thinking of this from more of a lore based perspective. Since they are place holder models they need to looks like their own tech.
As such I am thinking of it more from a Khanid Innovations Caldari link perspective since the Caldari and Amarr work closely together to produce tech just like the Federation as part of its financial support for the MInmatar would send the defective Madrugar and Soma off to the Republic for repurposing.

To be fair I am not qualified to make comments on the LAV or ADS the point still stands though and I am willing to take suggestions.

It would be nice to have place holder models for new weapons or vehicles, but would CCP allow that quality to slide? Even if their player base supports the idea?

Ammar: Smooth rounded hauls. Minmitar: Flat and angled halls. Often looks like sheet mettle welded together.
Therefore:
Ammar should use Gallente vehicle models with shiny gold and red skins.
Minmitar should use Caldari vehicle models with rust red/brown skins that show rivet and weld markings.
As you say, this would not require any new models be created, only reskinning existing models.
Hand/Eye coordination cannot be taught. For everything else there is the Learning Coalition.

Could happen, because while it requires a client side patch (Rettati has indicated there may be a client side patch after a few more hot fixes), it does not require creation of new models. They are not going to spend the time to try to optimize new models to the point they could get them to work on the PS3, but creating new skins for existing models in a completely different story.
I think that is totally possible!

It would allow for vehicle balance to be worked on in DUST with multiple iterations to get the 4 racial vehicles balanced against each other. This would allow all the base combat balancing to be done before Legion even goes to beta, so they donGÇÖt have to worry so much about balancing issues and can concentrate on other aspects of the game. It would be a great benefit to CCP to do this.

I would rather assume that form followed function so that the two races who use curvy armour tanked hulls came up with vehicles that looked similar, and the same for the two races which favour flat angular designs.
A lot can be done with the skins to make them look different. For instance a lot of the seams and body panels are just shading in the skin rather than creases in the model. The skins for the Amarr and Minmitar vehicles could be different so that while the vehicles would have the same base shape as the Gallente and Caldari vehicles, they would have different body panel configurations and look like different vehicles.

It's not really about the racial factor as much as it is having all the damage/tanking types in vehicles for a well rounded/balanced game.
I'd say the first priority is having turrets with a laser damage profile as well as turrets with a projectile damage profile. Next it would be important to have the vehicles with slow movement in exchange for large armor buffer as well as vehicles with high speed in exchange for little buffer.
Again, since the main reason this is important critical to gameplay is to have the full spectrum of damage types and tanking types, all that really needs to be added to the game are numbers (which can be done!). New models for these vehicles and turrets are purely aesthetic and thus not absolutely necessary, so reuse the existing models if you must.
Amarr are the good guys
Their way of the Commando seems right and noble

While the assets for Amarr/Minmatar vehicles and turrets are probably sitting around somewhere, they are not in the current client we all have downloaded on our PS3 meaning they would need to be added with a client side update (patch), which costs time and money. Using placeholders would be quicker and cheaper.
This content needs to be added into Dust before Legion so for one we can have a fully rounded/balanced spectrum of damage types and tanking types in vehicle gameplay and also see how they all balance together instead of waiting until Legion, risking it not being very balanced in Legion, and then tarnishing the brand to some. When Legion launches CCP should want it to be as damn near complete and balanced as possible so they can get good initial media review and focus on expanding the game instead of fleshing it out.

I think the idea of bringing in Type-II variants of the existing vehicles is a great idea. Type-II dropsuits were used in the Beta to replicate racial dropsuits because the art assets were not ready, and I think the same principle is applicable here.

Then where are these assets? Why can't we see concept art for them? 4 times over the past 11 months I have petitioned CCP for even the rough sketches of these bloody things!

*shrugs* fair enough, as long as it's consistent that's what I care about.
regardless, I think its safe to say there is a demand for a 4/1 and a 1/4 variant of HAVs, and similar variants for the other vehicles.

It's about damn time for racial parity. 18 months I've been playing this game, 2+ years its been in beta...... when will CCP develop the damn art assets for this core content?
