It's not really about the racial factor as much as it is having all the damage/tanking types in vehicles for a well rounded/balanced game.
I'd say the first priority is having turrets with a laser damage profile as well as turrets with a projectile damage profile. Next it would be important to have the vehicles with slow movement in exchange for large armor buffer as well as vehicles with high speed in exchange for little buffer.
Again, since the main reason this is important critical to gameplay is to have the full spectrum of damage types and tanking types, all that really needs to be added to the game are numbers (which can be done!). New models for these vehicles and turrets are purely aesthetic and thus not absolutely necessary, so reuse the existing models if you must.
Amarr are the good guys
Their way of the Commando seems right and noble

While the assets for Amarr/Minmatar vehicles and turrets are probably sitting around somewhere, they are not in the current client we all have downloaded on our PS3 meaning they would need to be added with a client side update (patch), which costs time and money. Using placeholders would be quicker and cheaper.
This content needs to be added into Dust before Legion so for one we can have a fully rounded/balanced spectrum of damage types and tanking types in vehicle gameplay and also see how they all balance together instead of waiting until Legion, risking it not being very balanced in Legion, and then tarnishing the brand to some. When Legion launches CCP should want it to be as damn near complete and balanced as possible so they can get good initial media review and focus on expanding the game instead of fleshing it out.

Yet Amarr Sentinels have 2/3 and Gallente have 1/4? Not for long, they are fixing it to be more in line with EVE. Hotfix Charlie is proposing Amarr Sentinel have 1/4 and Gallente Sentinel have 2/3
