Please dammit I've been begging for Amarr and Min vehicle content for 11 goddamn months now. I don't understand why this is not a Dust Side Focus. I agree with the idea, but I disagree with your suggested implementation.
Ammar: Smooth rounded hauls. Minmitar: Flat and angled halls. Often looks like sheet mettle welded together.
Therefore:
Ammar should use Gallente vehicle models with shiny gold and red skins.
Minmitar should use Caldari vehicle models with rust red/brown skins that show rivet and weld markings.
As you say, this would not require any new models be created, only reskinning existing models.
Hand/Eye coordination cannot be taught. For everything else there is the Learning Coalition.

Sucks but this totally isn't going to happen, the sooner you accept it and move on, the happier you'll be. Could and should be done for all vehicles.
Could happen, because while it requires a client side patch (Rettati has indicated there may be a client side patch after a few more hot fixes), it does not require creation of new models. They are not going to spend the time to try to optimize new models to the point they could get them to work on the PS3, but creating new skins for existing models in a completely different story.
I think that is totally possible!

A lot can be done with the skins to make them look different. For instance a lot of the seams and body panels are just shading in the skin rather than creases in the model. The skins for the Amarr and Minmitar vehicles could be different so that while the vehicles would have the same base shape as the Gallente and Caldari vehicles, they would have different body panel configurations and look like different vehicles.
