Unless that Cal scout fits two complex damps, then yes, I can find him. I can also find any suit larger than a scout, unless they're stacking 3+ complex damps, which, for the normal roles associated with medium+ suits, seems really unlikely. This will probably mostly be seen on logis/commandos that people are trying to get clever with.
I think it comes down to this (assuming max skills):
Cal scout: Shield tanker, passive scanner extraordinaire; shield mods use high slots, so do precision enhancers; a complex precision scanner grants an initial 20% bonus, requiring the Cal scout to fit 3 in order to maximize the effectiveness of its bonuses. This is 75% of its high slots dedicated to optimizing its role bonuses, and this still is not enough to scan a Gal scout with 2 complex damps. Can achieve radar invisibility to all other scouts' passive scanning using two complex damps, but this completely fills up its low slots, leaving it one remaining high slot to diversify the fitting while still maximizing its stealth/scanning effectiveness. And since you can't really fit any other scout-relevant modules (CRs, KCs, codebreakers, range extenders) in high slots, it's an even bigger bust.
Gal scout: Armor tanker, radar invisibility is its forte; armor mods use low slots, so do profile damps; a complex damps grants and initial 25% bonus, meaning the Gal scout only needs two complex damps to trump the Cal's passive scans, and this assumes the Cal scout has at least 3 precision enhancers. This means only 50% of the Gal's low slots are used in optimizing its role bonuses. Sure, the Gal scout needs to fit two complex enhancers to detect any scout using up to 1 complex damp, but I can't imagine what else would be fitted in the lows, since the suit isn't optimized for shield tanking, and since damage mods are nerfed. This leaves two low slots for diversifying the fitting after optimizing its stealth/scanning effectiveness, which means you could add one or more plates, CRs, KCs, codebreakers, range extenders, armor reppers, and so forth, all of which are relevant to the Gal scout as an armor tanker and a stealthy, quick scout.
This is just my opinion, but at this point, I am stuck trying to decide between sticking with my Gal scout or switching to Amarr for the time being.
