Focus on bringing shields into balance with armor. I suggest reducing both delay and recharge. It's the delay that kills. Change flux grenades so that they're a laser version of locus. When shields get buffed that would be a good time to buff ARs.

Be specific. The formula that works is to push a weapon to where it's slightly too good and then dial it back. Or if you get lucky it's just right. Examples of just right: ARR, SMG...ok fine SCR, CR, ACR, HMG The others need a little love... ...
