I think there should be some module you can put on you're dropship that affects the repair tool for example a module that slightly expands the range or makes it more effective it would probably have a high pg to prevent stacking and maybe even a p...

I use the basic caldari it has good cpu/pg and it allows me to equip a nanite injector and repair tool whil having a sidearm it much cheaper on skill point and I'm level 5 basic caldari
