Hate to burst your bubble, but no, you will not be able to scan everything. Even a caldari scout can get under your scans. You will be a terrible stand in for what the caldari scout was and scouts will run rampant.

Scouts still. The Amarr scout is a terrible scout hunter compared to the Caldari. If the change in racial bonus goes through, any scout will be able to hide from every passive scan relatively easily, meaning there's nothing to counter them.
