Idk if it's just me but cal and min scouts die extremely fast. Gal and amarr scouts are way harder to kill. They can be fast and have more HP.

The burst is perfect. It's DPS is just high enough for people to rage. Just lower it by 1000 and it'll be fine. Also the normal HMG is just a different playstyle.
