You're comparing the base HP of a high-end armor LAV with a Militia shield tank. Also, tanks have much more PG than LAVs so when it's fitted it will be more durable.

Advanced dropsuits are good enough for most situations and it will require less SP to unlock advanced Scout and advanced Assault than to go proto in one of them so it is perfectly doable.

That explains why railgun installations now take me 4 shots instead of 3 to destroy other installations. With the removal of the turret proficiency skills as well, this is a major blow to vehicles.
