Tried this out today with no noticable change in aiming. The issue may not be affecting all setups. Also my aiming difficulties seem to come mainly from the strange reverse acceleration on turn speed.

Racial bonuses aren't counted as a module as far as I know. The bonuses from skills and suits are not penalized. Also I think the assault bonus is to recharge rate, not recharge delay.
