Upon further investigation, leaving the battle does not remove the bug, you have to relog. I also believe you spawn in without a gun, which explains the people I've seen without a gun. They ARE able to move though.

happens as soon as you spawn for the first time into battle. The screen is black and there is no sound for shooting or anything. If you press start, you can enter the map and your neocom.
