going from lvl 3 kin cat skill using an aurum complex kin cat to lvl 5 with a regular complex kin cats, my speed increased from 9.33 to 9.35..... ~.2% increase in speed. So that means it's definitely probably 12.5%

It suffers significant range falloff after 60 meters, with a hard max range of 90 meters. Most snipers don't get anywhere near this close. If you ARE one of those rare combat snipers, I love you.

I did some tests and I can press the mouse about 60 times in 10 seconds. Thats 360 rounds per minute. If the ROF of the TAC AR is changed to 360-450, that would make running a modded controller pointless.

The prerequisite skill that is 1% per level does indeed work towards the base skill. The skill to use kin cats reads +1% to kinetic catalyzer module efficacy per level, so at proto level, you get +5% module efficacy. I'm assuming that it works ...
