I found when using the railguns that I was unable to kill someone without hitting them in the head 2-3 times. However when using missile launcher turrets I have had the occasional direct hit one shot kill. Its possible we are just missing.

This would be the case regarding the armor. You are changing for an undamaged suit. You are at the supply station, your not going to wear broken armor if you have a new one sitting right there. Shields however should recharge, that bit is a bug.

I think that might not be a bad idea except the issues of transferring reload states to the server and back may just cause lag. Good idea but could never do it locally, people would try and hack their PS3 to have unmodifiable reload states or some...
