Actually tanks are getting changed. More gank and ridiculously high burst tank, at the cost of being more fragile once that burst runs out - and AV is being changed, so you only have half the picture.

With bad bad detection and iffy framerates, scouts were basically untouchable if they got in close. Now with improved hit detection, stable framerates and aim assist - I think scouts could stand to get a speed (or strafe speed) buff.
