This happens once in awhile and it is really annoying. Clear bug which has been reported many times. Only solution I know of, is to suicide and respawn.

That should be impossible because there is a cool down timer for repair points for logi. That was implemented because couple of builds ago this was abused to hell by people ramming their LAV's onto walls and repairing them.

Yes, they are. They are BPO's which means that they indeed do not run out ever. Also, stat-wise they are better than the starter-fits.
